Representatives of India were absent in the UNSRC during this period. The resolution accused the Sri Lankan military of violating human rights and tortured large numbers of Tamil people during the campaign against the LTTE in Jaffna. The difficulty faced by India was whether it should follow the religion of being neighbor to Sri Lanka or stand in favor of protecting the Tamil minorities. After which India decided to abstain from the voting held on this resolution.
